No, you wouldn't have to. You can participate how often you want.

When the rules say that an icon must be a new post to the community does that mean that a) one cannot recycle submissions or b) it cannot be posted elsewhere before submitting it to the challenge?

You're very welcome! :)

It means that the icons that you make for a challenge need to be posted in new post to the community. For example you can look at this entry (http://outlanderstills.livejournal.com/49878.html). Also icons should be new for challenges, you can't submit icons that you have already made for something else.
